    No, with road contracts, they usually underbid just to get the contract, then make all profits in the chagne orders which aren't bid. If a project goes exactly as originally planned with no change orders, it can sometimes bankrupt the builder, leaving the road construction uncompleted while the bonding company and the local government work out whose fault it is that the construction was not accomplished.

    They focused resources on teaching the brightest prospects, and didn't force children to stay beyond their learning capacity. Future janitors didn't have to take 3 years of math in High School. Sure there were some problems with discrimination and one of the key requirements for getting an education was your parents being rich/educated, but still...

    (one of) The problem(s) with our education system now is that it is aimed at bringing all students up to some minimum standard acceptable level, on the pretense that all people are equally educable. In effect, the minimum educational standard gets reduced so that more students can reach it, and it ends up dragging down anyone who could have gone faster. Not to mention, every special interest group wants their pet subject added to core curriculum/minimum standards, and there are protests from parents/communities when teachers get into unusual/controversial teaching methods. Then standardizing education is of course measured by standardized tests, the material gets further dumbed down so that it can be tested in a standard manner.

    When the laws are so vast and ever-changing that it would be literally impossible for a single person to ever know all the laws, ignorance of the law is guaranteed.

    You think any advocacy/protest group during the cold war didn't have the backing of either the KGB or the CIA? That was one of the biggest methods of action for the intelligence agencies: sending money and training to protest groups, labor unions, student groups, etc., in target countries, teach them how to write newsletters (with hints as to what to write), etc.

    Although I'd be surprised if the Russians had any interest in LulzSec - the intelligence agencies right here at home stand to benefit much more from the outrage over LulzSec activities, which will almost surely lead to new laws and expanded authority, more monitoring etc.

    675,000 people taking 10 minutes to call their card company works out to over 100,000 hours of lost productivity. So, not as much as a mini-game on Google, but I'd still say that adversely impacted the economy.

    These judges are Federal judges, in Federal court, ruling on Federal laws. Stop blaming Texas for Federal problems (unless you are helping us secede).

    When the group of people who decide the official version of the story are the same group of people who are likely to benefit from bribery and under-table dealings, AND are the group of people most likely to get punished if word of corruption and under-table dealings gets out, it is hard to believe anything they say.

    First amendment allows for peacable assembly. You can have a parade, protest, etc., but if you are burning cars and smashing storefronts, you have exceeded your right to assemble.

    In Texas, for example, it is officially recognized that at least 21% of vehicles are uninsured, but that more than half of all car accidents involve at least 1 uninsured driver. If you have insurance, there is a very good chance the car that hit you does not.

    "Great Stuff" expanding foam. Might not destroy the camera permanently, but will have to be removed carefully. Also good for tail pipes.

    I think that is the idea. They don't want to be identified, yet storing something unique on their machine makes it pretty easy to identify them.

    It could be fear and not support; they're willing to engage in some level of harassment, perhaps probing NATO to see what their response will be, before they really drop a bomb on them.
