I read on the news, few years ago, about some bolivians drug-dealers, using small aircraft to transport drugs to Brazil.
When the pilots from the brazilian air-force call the "invader" on the radio, telling that they will open fire if they not comply with the order to be escorted to a specific airport, the drug-dealers show small kids on the plane's windows.
They know no one would authorize to take down a plane full of small kids, maybe neither the air-force pilot would comply with an order to take down the plane.
The AI would be able to recognize the kids inside the airplane ?
The AI would stop if the target is using some human shield like kids, or another kind of hostages ?
I don't think is a good idea for Microsoft, get any inspiration from their expertise and/or experience on the smartphone market.

Do you want to hire foreign talents that are genius ? Pay in taxes the same amount, or some percentage like 50% of what you will pay for salary, this will increase the costs to hire someone from overseas.
But If the guy is REALLY talented, this increase on costs will pay itself with his brilliant work.
You can cut off this tax, when the guy is free to switch jobs wherever he wants to( If/When he get a green card), while he is bound to you, you pay the tax.

USA by contrast has had elected democracy and significant individual liberty since 1776 and has been free of domestic war since 1865. It's a different mindset.

iPhone is also made in Brazil and Tvs, Xbox, the list goes on. Why? Because Brazil puts tariffs on anything made outside of south america, (cars from Mexico is excluded as well).
Microsoft don't bother too much in losing this round with windows 8 in the tablets market, they know that is an uphill battle.
They are betting in the windows 9. They have 90% of desktop market? If they make a huge mistake with the windows 8 on desktop, they will get 80% of desktop market? So on the next software cycle, they have a lot a people already using windows 8 GUI, because they don't have really any other choices, and will be a more easy sell the next tablet with Windows 9, because they will share the same interface with the "previous windows 8" GUI. Right now they dont have the APPs, dont have the developers, but with the windows 8, this will change, people will develop software for windows 8 interface, and will be ready to develop or port the software to new Windows 9.
