When it's cheaper to provide something else, then that's what will happen. There will always be petroleum usage due to its incorporation into various antibiotics, medicines, etc., but generally speaking it'll become a niche product for a very small and specific set of uses.
...but do they do, scan all your devices and fine you? It's one thing to make manufacturers *in* California to do this; I don't see how you can stop other manufacturers from motoring along as they are whether or not it's a good idea. I don't know how you make this happen short of using force.

There are some pretty cheap readers and if you read a lot I can easily see going that route be less costly, ultimately....although there are those licensing rules and stuff you agreed to when you "bought" it.

I just finished "Amerika" by Paul Lally, an alternate history WW2 book. It was rather better than I thought it would be.
Next up are the final "trilogy" (it's really four books) of the Thomas Covenant series by Stephen Donaldson.
