I think it all boils down to IPTV. They want to offer video (TV) service over their new deployments of FIOS, i.e. Verizon, and they do not want to compete with others offering video content. Just like VOIP problem they have now. If others want to offer video they have to pay an additional fee to the ILEC making their product more expensive. Just like competitive DSL carriers were faced with. Cheaper and better service but with the additional ILEC tax it does not work fairly.
With the future being on-demand & downloaded video to a DVR, they do not want the low barrier of entry that the current internet offers.
I remember reading an article in Wired magazine about China developing these small bubble reactors that will be deployed all over the country. It seemed like a win win. I will have to look around the web for more info.

I still do not see how they splice the cable in sewer line and run a fiber line into a home through the sewer later. They certainly cannot send a robot up the later which is smaller and has bends, clean outs, vents, swipes, etc.
Have a minimum call out period. Say 4 to 8 hours.
You have to go in and it only takes 2 hours to get it done (including travel time) then you still get paid the minimum call period. Plus you get $100/week for carrying the pager. Or you become a salary employee and incorporate it into your pay. Only problem with this is your expected to work all time.
