So to be pardoned for a crime, Trump would have to step down as president and his successor, presumably Mike Pence, would have to pardon him. However, I think Mike Pence might have reasons to not pardon Trump.

For the licensed part the term to use is 'Professional engineer' which means you've gone the additional steps beyond the degree to become licensed in your field.
