A standardized voting system with a paper trail, preferrably one little piece of paper for every single vote, is essential. If you are registered with the IRS you should get a voting card (just a piece of paper, no fancy stuff that can be remagnitized or otherwise tampered with) and that will give you the right to put a piece of paper in a box. The more you complicate the procedure the easier it is to dupe.

RSS and ATOM needs to be complemented by a protocol. This protocol could very well be based on RSS or ATOM but includes the most trivial feature of specifying what it wants.

Now, Groovy is a bad idea because multiple languages is a bad idea. You don't want millions of bits and pieces of the code written in different languages, it just becomes totally unmanageable. Groovy to me looks like some persons poor attempt at making himself look cool by submitting it as a JSR, I hope this crap gets voted down, but with utter crap like JSF going through there doesn't seem to be much hope.
Last time I heard something like this on Slashdot was when discussing the new "DMCA-like" copyright laws in Sweden. There was much screaming and armwaving about how horrible that is, but of course, no one bothered reading it. You'll have to excuse me if I don't believe a word of this article, considering the past track record of slashdot.
I strongly recommend you look at IntelliJ's IDEA editor for java. It will do the case fix if you make a mistake.

The reason for this law is simple: organizations are trampling all over peoples privacy rights because it's too damn easy to do so. The swedish law is designed to put the legal advantage at the side of the common man again.

Writing support for your own favourite templating library could be done in a matter of hours.
