Without turning the entire country into a police state, law enforcement is really not able to protect and prevent crime. The idea that the police are there to protect us is nonsense. If government was out of the education business, then there would be a market for specialized education... those that have below average IQs, or those with learning disabilities, or behavioral problems. It's simple supply and demand. If there is a demand for a specific type of education, then someone will supply it.

Remember however these companies are in business to make money. They will only get into the education business if it somehow increases their overall value and/or profitability.
And it DOESN'T have to be regulated. People are free to choose whatever kind of education they want based upon what they can afford, and/or what they are willing to commit to (military service, debts, corporate education etc).

Absolutely I realize that. But I also wanted to put into perspective how much is being wasted on social programs that gain very little return (or perhaps defense) as compared to NASA.
You will need to talk to two attorneys. A run-of-the-mill criminal defense attorney (preferably one that knows about international/border laws - should be plenty in your area or S. Calif) and then a copyright/"IP" attorney. They will both be expensive to consult with, but will be able to tell you if your business model is legit or not.
And it's funny because some of the Founding Fathers (FF) wrote afterwords that the ICC was supposed to "make commerce regular" between the States - not actively control it. Remember, this was a time when States were independent "countries" and coined their own money, had their own currency, and there were mini-trade wars going on between the States. The FF wanted to stop all of that nonsense but they didn't want the Fed to supercede the States in this regard.
It's real simple. Trace the money trail of the Congress people who introduced and voted this. You will find that their finances came from Indian Casinos, and other more traditional 'brick-and-mortar' casinos.
It has NOTHING to do with morality - everything to do with buying legislation.
And this is why we need to keep our government small and limited. A small and limited government wouldn't have the ability to legislate/regulate in favor of any corporate interest.
