I am running a SATA/Raptor and I get the stuttering problem. It does seem to occur more if I pause the game often or alt-tab out.

Californians screwed themselves by not allowing property taxes to rise with true value of property.
It basically is an example of a democracy run amok. The people vote for every benefit and against every attempt to make them pay for it.
Hence their government is reduced to what some see as hair brained methods of raising taxes, or worse punishing corporations with such high taxes that many just get up an move futher exaggerating the problem.
What California needs to do is revoke the ability of the public to pass initiatives that make it impossible for the government to function while at the same time reigning in all the frivolous governement spending. My favorite, non-essential employees. If they are NE why do we have them anyway?

Sure it would be nice if we spent defense money elsewhere but this world is chock full of crazies who see nothing wrong with killing innocents. Some in fact think targeting innocents is far more viable.
Back to your comment. Spend the money on vouchers and let parents decide which school system or type best teaches their kids. Public Schools exist only to service the Teacher UNION and not the students. The local city here (Atlanta) is a prime example of this problem with far more admins than necessary.
We love to talk that our children our are most valuable investment but we saddle them with people protected by tenure and lawsuits. We are no longer concerned that a teacher cannot even pass the test given to the students.
That 10b will be just going down a know rat hole. Better it possibly lead to something that actually serves people.

Until you look inward you will never find the problem. This has been the primary problem with the Democrat party these last 4+ years. You cannot win if all you are doing is blaming someone else for your failure.
Asking for a recount is just another way of trying to insinuate something was amiss and caused the loss. Having these third party people demanding a recount is nothing but pure audacity which will cost many communities more money than is justifiable.
What should be done is to identify ways to make the next Presidential election smoother. Instead of wasting taxpayer money on an election that will NOT change I want the money used to prevent this type of BS.
I don't want a recount.
I want a verifiable election system where the voter is photo verified that they are who they are and they have proof that their vote was accounted for properly. That is all we need.
