The problem is that most states and the federal govt do not get enough money from gas taxes to fund roads, bridges and other transport infrastructure. Apparantly just increasing the gas tax (while gas prices are low) is not politically possible.

Also cars mostly run on fossil fuel that has been in the ground for millions of years. Humans are fueled by plants or animal protein that has recently been carbon in the atmosphere. Its not an addition to the amount of carbon that is around.
