Target should sue them, and there could be a class action lawsuit from the affected customers. And the 1700 workers that were fired in the Twin Cities the other day should get some of the damages too.
The death penalty should only be used when there is absolutely no doubt of guilt. There are cases that qualify, where the murderer is caught in the act, like some of these mass shootings.
And as for method, well a high velocity large calibre bullet through the head would seem to be pretty reliable and humane. We aren't going to run out of.50 cal bullets and the manufacturers are not going to say "you can't kill someone with our product"

And we are not going to be fighting a conventional war against China or Russia where we would need the F35.

With climate change, there is more energy in the atmosphere - higher wind speeds.
We won't be able to harness all of this increase of course, generally wind turbines can't handle tornadoes for example.

With modern efficient lighting (CFL and LED) there is no significant 'savings' of electricity.
