The states are having major financial problems and rather than increase revenue through taxation they've elected to cut expenses by defunding universities. The costs aren't decreasing so the universities need to bring in the money from another source.
Now, the salaries of administrators/executives has gotten out of control across all sectors, but not enough to account for the drastic increases in tuition that have occurred in the last decade.
They may have been flawed implementations, but that still doesn't mean that Apple invented anything. And even if they did invent something they seem to be obvious inventions. The real problem we're seeing now is the same as the problem we saw at the beginning of the Internet Age. People used to slap "on the Internet" on the end of an invention and are now slapping "with a touchscreen" on the end of an invention.
