No, the preparer is not allowed to write off anything that there's no documentation for. That's why the preparer has to sign the form as well.

Uhh, pages that render poorly in Firefox are more likely due to poor coding on the page rather than the browser. Every instance of poor rendering that I've seen has been due to someone coding a page to work specifically with IE (asp, etc). If IE was w3c compliant, and developers wrote compliant code, you would see most of that garbage disappear.
IE development is dead, anyway. You can wait all you want.

This driver should get cited for failure to maintain control of their vehicle. This whole story stinks of someone complaining about the car when, in fact, they are a moron.

The government indeed has a right to know how you're driving. You are licensed to drive. Operating a vehicle is not protected in any constitution. You want unmonitored freedom to travel? WALK.
I personally don't mind having the black box. The only time it'll be used is if I bite it, anyway. Maybe they should hold even more info. That way, when you purchase a car, it'll tell you right away what it's been through.
Actually, it is common practice for real estate people to set the prices too high. If no one takes the property, there is money to be made at tax time for the incurred "loss"
