As a customer and as an IT manager... I confirm 90% of help desk people do not know anything. And they are often openly hostile as you calling telling them the problem. Go figure. So the better strategy is to go through the motions, and describe quite well the symptoms, even exaggerating them if need be. If that solves the problem, it is easier. If you cannot solve the problem this way, an email describing everything in detail would be the next step. As for the ISP making/forcing you to use their own equipment to monitor, well install a bridge on front of it, and use your own. As an example at home I am using bridging home and providing my own setup. Last time I had problems with the cable line, I measured the signal, and knowing it was already out of working spec, I called them and told them the symptoms I knew they would be there. I knew I would have a lot of problems explaining why I knew the signals were out of sync, and furthermore explaining how I was supposed to measure them if the equipment is protected. At the end of the day they just called me in a couple of hours to mention the problem was further up in the distribution side, and they would fix it up without coming to my home.

Even most of my colleagues in IT in faculty who did not know why they were there did not want to learn "too much" about it, so good luck with the kids anyway.
IT depends on really the knowledge of people coming after. I was asked to replace a gone rogue sysadmin, and without any documentation, managed to grasp the system, find a lot of things, mostly incompetence but also severe bobby traps. Also managed to improved the system behind the local expectations.

Will it work? Some of the aside projects maybe be due to incompetency, lack of coordination and redundancy, but I bet a few are to escape giving accountability to the HQ. Seeing all this problems as a technical project is doomed to failure. What are they doing to prevent this situation won't happen again in a few years? Who says nowadays one needs a local physical datacenter anymore when rogue players can put together a datacenter in the cloud?

More so when you have a partner in the same kind of mentality. Between two SINGLE persons, it is quite easy to blew 5k-10k at least without even a blink. I once got into that mentality into the honeymoon phase with an ex, but fortunately got into my senses a few months down the lane, and tried to reason with her - and guess what, she was not receptive. Guess what, it was maybe the main reason we called off the marriage. And once you put the kids also in the equation, I do not have even an ideia. And there are three of them. Given honestly the clueness of the guy, I would not be barely surprised if he is making 200k year and getting into debt.
I bet you hire people to clean your house, nannies, dunno what more. Habits wont change overnight and will probably stress out the marriage. Hire a housekeeper, fire the rest. You will save money.
Forget me for intruding again. Many people, and yourself are missing the obvious. You obviously and if you are lucky do not need a disaster for things to go wrong. Your kids wont stay that age forever. Let them grow, and you will start going into debt. And I am ignoring here inflation.
Better yet, get someone of trust from your family that helds your paycheck hostage and to which you will have to explain why you need money until you grow up and learn how to manage it.
