    Yes, a printer mechanism can do most of the task.

    The printer obviously already has interfaces to the computer, so the computer only has to send commands to move the printer mechanisms up/down/left/right.

    Side-to-side movement on a printer and on this wooden mechanism has obvious similarities. However, keep in mind that implementation might require something other than the obvious.

    A hand could be attached instead of a printhead, so the printer directly moves the hand side to side. Opening and closing the fingers could be done by rolling the platen (paper up/down motion), perhaps by having rods or magnets in the platen which are moved up/down against levers which move the fingers.

    Note that if the hand only needs to be lifted "up", with a spring and gravity moving it down, and the fingers need to be opened and closed, the platen could do that. Have the fingers so they stay in the "grip" position naturally. A platen actuator can "open" the fingers when reaching for a CD or when releasing it. Another platen actuator can "lift" the hand or "drop" it.

    If you've seen a music box with a cylinder that has short rods which rotate to pluck the musical tines, you could imagine a platen which slowly rotates so a pattern of rods push against hand actuators as the hand at the same time moves sideways. The hand does an up/down grip/release dance back and forth, in the same pattern, as the platen rotates its program around.

    Another possibility: Use the platen, connected to a belt or chain, to move the arm side-to-side. The "printhead" moving sideways could push against levers and cams. But the advantage of a wide printer directly holding the hand is that one does not have to worry about losing track of the position of the hand -- when in doubt, send "RETURN" and the hand is at the "left" side.

    You're a bit fuzzy on this Constitution thing.

    The Constitution and the Bill of Rights define the U.S. Federal Government. None of it applies to private activities. The "government shall not" is implied.

    Also, "protection on this issue" is implied. The Constitution specifies what the Federal Government can do, with everything else being not under its control. The Bill of Rights merely clarifies a few things. People have inherent rights, they do not have only the rights which are listed in the Constitution nor only the rights which someone lets them have.

    50K might be the salary for one person. The employer has to pay benefits, insurance, office space/tools/staff, and there might be taxes or other government fees which are paid by employers (in the USA there are significant taxes which the employee does not pay).

    Sooner or later this will be challenged in court. If VA decides to add more provisions to their license, and they say, "We can come into your house at any time and eat your ice cream", would that be okay with everyone, just because they don't actually seem to do it? There is a limit, and that limit has never been made clear.

    • If you don't have ice cream, they could spend a lot of time thoroughly searching your house (and sock drawer) in order to ensure that they are not overlooking any ice cream.
    • If you find them leaving your house and challenge their being there on the basis of your not having any ice cream, they could claim they found and ate some ice cream which you forgot about (and destroyed the container). Then either you have to prove you had no ice cream, or they have to prove they ate some (get the stomach pump quick!).

    Actually, many states have laws which "include by reference" a highway markings manual which is created by a road interest group. An outside group is specifying the road marking laws.

    Go to your state's web site or library and try to find the meaning of various paint markings on the road or specifications for highway signs.
