One does not upload a movie to another person, one uploads small amounts of "garbage" that, together with other garbage chunks, results in a full copy of the movie; however what the other person does with the garbage you gave him is not your responsibility?:)
Also, as someone else stated in this thread, uploading by using bittorrent is a side effect of the downloading, and hence the user did not upload with intent to distribute.:)
If the tracker has colocation with a agreed on amount of bandwith, the ISP will not care what the user does with that bandwith - until there comes a C&D letter from some lawyers representing some evil corporation.
Now the nice thing with bittorrent is that the.torrent files on the tracker, and the tracker itself, is completely legal. There is nothing the ISP can (or will) do to stop the tracker. Companies, such as microsoft (during the Halo 2 release on TBP), has contacted the ISP of the piratebay tracker, and tried to stop their activity. However with no success, since the tracker does nothing illegal or wrong.
Sadly, the scare tactics of lawyers works sometimes, and trackers can/do get closed down unfairly.
Since, as other posters point out, the torrent file is NOT "illegal" and it is not protected by copyright. What they can do, OTH, is go after the file-traders themselves, just like they do with all other warez-via-p2p-users in USA.

Burn more coal? (A side note: there are huge natural underground coal-burning going on in China, and afaik they contribute more to global warming than any non-natural coal burning in china).
Well, currently they are starting up 2 new nuclear reactors every year and 30 new nuclear reactors are planned until 2020. They are also planning to massproduce a new kind of safer reactors - pebble bed reactors (see this article for more information about this development). The pebble bed reactor in question is designed in china, with focus on safety and cheap mass production, and can be said to be an "chinese innovation". In the article they are talking about the chinese leadership planning 300 GW of nuclear reactors until 2050, amongst others for generating hydrogen for future hydrogen powered cars. (300 GW requires more than a thousand of these 200 MW pebble bed reactors!:). (on a side note, the newly elected President of China is a former engineer).
SO am pretty confident that china will use innovation and in the future beat us all..
RSA (Russian Space Administration) do travels to ISS with its soyuz rockets for circa 20 million USD. USA does the same thing with the space shuttle for around 500 million USD. (source various pages at wikipedia)
OK the space shuttle can carry building materials at the same time as crew. But the material requirements can be solved by another soyuz going up before the astronauts. So 20*2 = 40 million USD for the same thing as the 500 million NASA pays for the space shuttle.
I say that NASA should stop launching its own rockets and instead leasing the service from the much more efficient RSA.
I pulled the prices from my memory, but they are mostly correct, when i checked it:
CPU: Duron is no more, it semes. So instead I choose a Athlon "sempron" 2200+, it cost 5 USD more.
CD-rom: There are no super cheap cd-rom drives anymore, the cheapest is 25 USD - the same as the cheapest DVD/CD-rom reader. So the computer gets a DVD drive for 10 more USD.
HDD: The harddrive is 5 USD cheaper.
Summary:
Athlon 2200+, audio, lan, 256 MB RAM, 40 GB HDD, DVD-rom, a Linux OS. Total cost: 185 USD.
I manufacture and sell servers/clients now and then for my company's clients, therefor I have access to a bulk/OEM merchandiser.
Box (ugly, bare minimum box): 20 USD Motherboard w. integrated audio, network and graphics (supports duron/athlon): 40 USD 256 MB RAM: 30 USD Duron 1200 mhz with fan: 30 USD No floppy, since it cost and noone use it. CD-rom: 15 USD 40GB HDD: 40 USD Linux OS: 0 USD
Total cost: 175 USD. Note that the same computer with Windows XP OEM license will cost twice as much!:)

The best i think is the one with "Uppsala universitet", is from a university that is very upset over some leaked scientific papers or something, and is going to sue. However, as I said in my previous post, the endusers can be held viable IF they can make the ISPs give out IP adresses - which they wont here in sweden, afaik. However the ISPs will send out letters to their customers on request (letters with no threats that is, just warnings).
They have denied that request, since the file in question is not illegal in sweden. The file only contains information on how HALO2 can be obtained - not HALO2 in itself - therefore the file in question is not at all illegal, according to swedish law (and The Piratebays lawyers views on the matter).
Also, according to previous court rulings - the owner / maintainer of The Piratebay cannot be held liable for how its users uses the service offered.
However, in the end, the seeders / downloaders that upload data, can be held liable - if microsoft can track them down AND get the court to force the ISPs to reviel who they are.
Sweden does is NOT the same country as Switzerland. In sweden you need a "search warrant" to seize harddrives, and for that you need some "proof" of illegal activity, and some court order, etc - this is not trivial to get.
But then again, who knows what is required after all these new anti-terrorism laws from USA that is imposed on every other country??
