I really, REALLY don't mean to sound callous here, but that's the way any business works. They decide to consolidate, to move, whatever...at least they're giving those blokes the choice to relocate (or more likely...take the severance and find other employement).
I think the "Rods from space" idea actually sounds kind of cool. Outside of the practical problems, and even though (according to the article) they could only deliver one-ninth the destructive energy per gram as a conventional bomb, seems to me the fear of whether or not a "Rod from space" might be lurking just overhead would have some value against potential targets.

Look, I work for a state government (not CA). While I think it should be allowable to USE open source software, the IT department is still going to have to set and enforce certain standards.
Plus, there's an awful lot of vertical applications out there that governments need. It's not like it's all Windows and Office, folks! Ever think about all the different functions in a government? Building and maintaining roads, issuing licenses, handling welfare payments, collecting taxes, issuing tax refunds, tracking the use of every type of agricultural product under the sun, providing for the public health, administering prisons, hospitals, running a court system....it goes on and on and on.
Sure, encourage open source, but require it? Never. Too many niche areas.

Given that the researchers used a test consisting of cc:ing from 1 to 4 additional people, I found this to be of more interest when I thought of it in terms of how I might send an email from myself.
I mean...the last thing I do is see who else the Spammer hit when I decide to hit the deleted button. "Oh yeah, this guy spammed ME and only ME...maybe I'll just go check out his link."
