Capacity factor is virtually irrelevant to the amount of coal used or the CO2 produced, so god knows why you had to lie about it or even mention it at all.

China made a pretty good wall back in the day, imagine what they could do now with all that home grown advanced technology they have been developing.
Mexico was never going to pay for it, but maybe China will, it would certainly help the trade balance too.
