Capacity factor is virtually irrelevant to the amount of coal used or the CO2 produced, so god knows why you had to lie about it or even mention it at all.

If you wanted to fix up your infrastructure, say build a wall maybe, who would you ask to help? China made a pretty good wall back in the day, imagine what they could do now with all that home grown advanced technology they have been developing.
Mexico was never going to pay for it, but maybe China will, it would certainly help the trade balance too.

For example, split China into 4 equal Countries, North South East and West China. Each will have more people and produce less CO2 than America. Suddenly America is 'the worst polluter in the world' again according to you. All from just drawing lines on a map. Was there an actual change in pollution though?
