    Can't he provide his lawyer address or some Russian address that is not where he actually lives at? Taxes would be the same in one or another Moscow neighborhood.
    If he ends up legal, giving a false address while still paying doesn't seem a serious charge (IANAUS&ATANAL).
    If he ends up illegal, he should avoid being arrested anyway (do you get extradited for tax evasion? Even if you are acknowledged a refugee?)

    My simplistic idea about the West European front of the WW2 is that the Germans had better weapons (rockets, submarines, jet planes, radar,...) but the American kept shipping "liberty ships" or other cheap equipment. Some of them would sink on their own but enough of them managed to attack the Germans that they were overwhelmed.

    I wonder if a society would actually decide to change their language if there was sufficient evidence that it hinders their cultural development.
    When they got independent some years ago, the government of East Timor had to choose which would be their national language. They could choose among Portuguese (the language of the colonial power until 1975, spoken by old literate people), Indonesian (the language of the recent enemy and occupier), English (the language of the Australian big friends) or Tetum (a local language spoken by some but not all the Timorese).
