I think EVERYONE would agree that clean water and air is vital but in too many instances the power of government departments is unchecked and being used as an all purpose weapon against the people who are on the fecal roster of those in power.
Unfortunately few-to-no humans work in any other manner other than "I want to kill my enemies."

By definition, we ALL have ceiling.
Once you go to management you aren't an engineer anymore, and you have to do many ethically questionable things.

If you do not know the products your business is building, you do not know your business.
I see no evidence of places throughout the USA that folks cannot leave if they so choose.
Stop your hate mongering. If you want to help non white minority groups who are poor, go and help to educate them to get decent jobs, start businesses, etc.
Sheesh. I came from about as far on the wrong side of the tracks as it is possible, and I needed three things: Some money for community college, some common sense to choose a major that gave me a decent job, and the desire to apply myself.

It depends on where. If it's in the eastern US that may be the case. On the great plains, not so much. And there ARE tree farms on the great plains.
