Um... I think it's fairly obvious in the article that the Canadian government is behind this project. Not the US government.
People in rural areas don't exactly have access to high-speed networks, so this is where it comes in handy. People in Northen Ontario, Nunavut, etc., will find this service useful; but someone in Toronto, Vancouver, Montreal, etc. will just subscribe to cable.
Since radio sucks, I previously had no real exposure to great music. Then Napster came along, exposing me to good music, and I went out and bought that good music.

It was a completely awesome handheld game system, with an excellent selection of games, but it got completely mowed over by Pokemon.
Since it didn't have Pokemon, and SNK USA didn't have the ad dollars, nobody knew, or cared, about it. Real shame, since it had incredible potential.
I've still got mine, but it's hard to find games for now after SNK pulled everything off the north american market without any warning.

How many times in the past 10 years have we heard that Apple was going on sale? It's the exact same thing... The media WANTS Sega to fail. Any little rumour that leaks out of somewhere is going to get blown way out of proportion.
...and you know what? If Sega does fail, it will be partially BECAUSE of the media. All these constant stories on Sega's failure scare people away. Life imitating the news.
