You might have been thinking about the federal public debt which was $5.04 trillion. You get from 5.04 to 9 by adding in intragovernment debt obligations which include among other things, money that individual states owe.
How the Japanese figure is arrived at seems to be less well documented though I'm sure its out there somewhere..
If nothing else they're showing that a market exists for space flight at that price point, which is important in itself to attract investment in the harder problems of going into space.
This sylable splicing is quite obvious on the Stone Roses first album, though in fairness Ian Browns voice has never been the best. It's particularly noticable on Waterfall on a good set of speakers, which was a bit of a shock to me the first time I heard it on decent equipment, it really breaks up the flow of the song.
Great album though, just dont listen to it on good equipment.
I was taking a little holiday to visit a friend in California and ended up staying with some people in Encinitas. I was lucky enough to get to try a crap load of the microbrew beers while I was there but after about a week of drinking quite a lot of this stuff (And I'm Irish!) I went to a local bar for a few games of pool (or billiards or whatever you guys call it) and although there were no effects before that particular night, the running joke after was they had to repaint the walls after I was through!
SoCal microbrew beer is great but the side effects can be toxic:)

There is also constant efforts to improve employee happiness too, they use a metric called the Organisational Health Index to measure the level of satisfaction and identify areas which can be improved.
I remember last year I had the opportunity to ask Tom Sloper a few questions on a newsgroup, I forget which one, a games design one I think.
