So you're saying the UK made no significant changes immediately after 9-11? I think you're overlooking them, because they were already implemented before the tube attack. By all accounts, the CCTV cameras on every street corner would seem to counter your argument somewhat.
The US definitely overreacted in spending though, and now we're paying for it in spades. Not just the wars - but spending throughout the 2000s on every level, municipal, county, state.. and now we're hard pressed to find the money to keep up with all the programs and hardware they bought, from a personnel and infrastructure point of view.

I think this also illustrates an interesting contrast: the Jewish organizations wanted no part of the plot, and not only that, reported the perps to law enforcement; conversely, how many Islamic clerics and mosques have been found to eagerly fund terror plots? Certainly not all of them (duh) nor even a majority of them, but more than enough, historically, and it's likely that while a good many of them declined to be involved, a good number also failed to report the perps to the FBI.
This is why muslims, even the peaceful ones, tend to get a bad rap; even if they're not participating, they appear too willing to look the other way.
That said, it's possible that some do in fact report such plots, but that it's kept hush-hush, so that cooperative clerics don't get targeted themselves; we'll never know.
My gut feeling, FWIW, though, is the former, because AQ and other similar groups must get their considerable funding from somewhere.

I'd agree with this.. the trend seems to be one of the Doctor growing slightly younger with each regeneration --at least, for several seasons now. Why break with consistency?
Frankly I think it'd be pretty damn wicked if the Doctor, a few seasons from now, was a know-it-all 12 year old. Casting would be tricky of course, but not impossible.
Seeing the role go from Christopher Eccleston to David Tennant to Matt Smith, it'd be wrenching to suddenly see John Hurt as the Dr, as much as I like John Hurt. (and he'd be the second crossover from Harry Potter to Dr. Who that I'm aware of, FWIW) .
To get around the issue of continuing the show once the 12 year regenerates, have him simply go "full circle" so to speak, where in a single episode, we see him revert back to an infant, a fetus, and then.. (somehow) back to an old man, where it starts all over again. It'd be an interesting challenge for the writers at any rate. Seems more logical to me than him simply regenerating at any random age.
