You asume the user is goning to hack the system =) I would say that useing a server instead of a local system will make things more secure. On a local system its easy to install password stealers with a fisical attack =)
It will not send a more packets to you until it gets a response that the first packet was received. This means with a ping (roundtriptime) of 10 ms you will not get more than 100 packets per second.
So that is 100 packets * packet-size (1500B) = 150KB
So with a second connection you can get the double (If you have the bandwidth =)
