Well, free sw doesn't necessarily mean every user within public administration can choose his/her own OS, Office suite, etc.
There must be, to some degree, an integration and some preferred products or OS, unless willing to pay for integration costs.
But, when it comes to Government agencies, public univerisites, and so on, the free software is a far better solution for several reasons.
    1) Security: you can check for backdoors or spyware a different country could put in its companies' software sold abroad, it is OSS. Yes, not all free sw is also OSS, I know...
    2) OSS is a worlwide wealth. Poor countries or agencies can afford world class products without cost/export restrictions
    3) OS are too important to be controlled just from one vendor in the world. Wide adoption of open standards and OSS software helps the business and the development effort for OSS.

  7. Cannot ISP be forced to block spammers? on The Growing Field Guide To Spam Techniques · · Score: 1

This thread is quite interesting, but I still cannot understand why ISP cannot be forced to stop spammers.
IMHO, if an ISP account is generating 50000 messages per day, chances are that he/she is a spammer. So, an ISP software could build a list of possible spammers. Maybe some of those messages are real service/useful communications, maybe not... But a look at the sent messages can easily reveal their nature and a list of "trusted" account can be used.
Then if an account is recognized as belonging to a spammer, the latter can be identified and/or the account ca be deactivated.
Why should an ISP do all this work? It could be forced by the law.

I know there are many ISP in different countries, not equally eager to apply such a rule, but preventing a user from receiving spam from Europe or US would be a step ahead...

...Maybe I'm too "open minded", but how could you explain the growing amount of attention and attacks against linux and o.s.s coming from M$ high management? If you're not freghtened by someone, you just ignore it, don't you? Since last year we've seen an increasing number of interviews to M$ people regarding linux and o.s. projects. Why?
Then, their power in corporate desktop marketplace could be threatened by desktops such as KDE or Gnome. Did you see the progress of KDE in a couple of years?

A couple of workmates, in the MKTG dep., just asked for having linux installed on their PC as well! And they are using it (with KDE 2.1)!!
I can agree with you as long as you say that linux is still a somehow difficult enviroment... But when I started using linux a couple of years ago, it was even more difficult. And, maybe, in a couple of year's time, it will be easier than now. Nothing lasts forever... Neither M$ does!

Unless, of course, M$ will succeed in preventing people from working on o.s. projects (such as KDE) within universities.

Let's suppose, for a while, that M$ gave Adobe something (within XP, for example) as a gift in case of something like a small attack against open source projects.
It wouldn't be that crazy.... M$ is scared by o.s.s., and many small attacks against universities supporting, in some way, that kind of projects is a good tactic (from their point of view).
No media coverage, nor attention.... This won't be the last attack against free software we'll see in next months: I expect to see some kind of "Holy Alliance" against open source software, first or later. Maybe a hidden one.
And a hidden alliance would produce that sort of staff we are talking about.

Anyway, i.m.h.o, illustrator is a common word. But, unfortunately, lawyers need (also) that kind of nasty actions to buy their new Porsche and Z8.
