Sure you could plug your electric car into the a socket and chlarge the batteries from the grid and then use those batteries to power the car (note you are already indirect), but batteries take longer to charge than filling a gas tank.
Most people will be unwilling to wait 8 to 12 hours for an electric charge, because they are used to spending less than 10 minutes on a gas refill..
Why would having gas stations equipied with such a plant and generating gas on site be any worse than having charging stations that they charge electric cars at? Sure if you generate elsewhere and ship you now have transport costs, then again it costs to transmit power as well (and the process might have other features that make it undesirable in some locations).
How much will they need to charge for this type of gas for it to be profitable? I'm sure the various government groups will still want to tax their bites out of the price, then there is the employee salaries, property taxes, equipment costs, maintenance charges, ethanol and other mandated additives, advertising, etc. Will the price of this fuel be higher or lower than our current fuel? If it gets up to Obamas desired $10/gallon, then few will be willing to buy it.
Also, how will Obama ban it? He's been doing everything possible to eliminate coal and gas.
