That's a bit rich coming from Microsoft. Security resides in the Operating not in the Browser. Chrome wouldn't need sandboxing if the underlying Operating System did its job. That is isolate one processes memory from the other. Something the WinTEL platform seem unable to do despite numerous iterations of the x86 processor.
I love how the original "research" article tried to spin defects in the underlying Operating System into, it's somehow the fault of sandboxing in Chrome. Sandboxing, OSR, RCE, CFG, ACG, LPAC, WDAG, all designed to protect the underlying Operating System from the browser. Microsoft, the company that fights malware with self-serving adverts masquerading as technical research.

It wouldn't surprise me if the state security apparatus didn't already have access to Symantec code through their embedded agents.

Retirees can't afford traditional housing, living in mobile homes, working in Amazon warehouses on minimum wage and being in danger of being killed or injured by the robots. All so Jeff Bezos can add an extra million to his current $81.5 billion. Welcome to the American Nightmare.

Would any of these phishing attacks if the clients were using anything other than Microsoft Windows.

What expertise? Have these people never heard of encryption and digital signatures, cause using standard email mean anyone can read your email or impersonate a real person. But then again these are the same people who decided to run Homeland Security on Microsoft Windows.

There's nothing wrong with the Internet that needs fixing. And if you want privacy then use end-to-end encryption instead of relying on Facebook/Google/Microsoft to keep all your data safe in the cloud. And just who exactly is going to impose controls on behavior?
