I did this 15 years ago for an address that wasn't mine so that I could get "local" channels on DTV from another city before the providers started using spot beams. I could have easily done it for a business and the great thing is most businesses will update their addresses for the recipient based on the USPS forwarding.
Another scenario is I could set up forwarding from someone else to someone else.
Is there a story here other than liberal click baiting? If your "career" is packing boxes, I think it's reasonable to expect to live south of the poverty line forever.
