Wow, I wasn't aware there was any surface-to-air missiles that can fly a payload to high altitude and return it to the same launch pad it took off from, and do it again in under an hour. Who has been making these VTVL marvels that the rest of us completely missed?

All the time. The problem is that normally no-one cares because the press is focused on the pork. This is one of the many initiatives that NASA does with "scraps".
What makes this more interesting is that NASA won't actually be paying for the flights until they have flown successfully, and although Armadillo and Masten have been working towards the kind of capability NASA wants, they've mostly been plotting their own course, which means NASA has actually bought something here without specifying the requirements in infinite detail - like they usually do.
Gee, this technology is really underwhelming isn't it? It's almost like theoretical claims rarely match up with reality and creating something that delivers security takes years of dedicated effort in an open environment.
Why do so many people have a grasp of rocketry as "stuff other people have already done". When you think about learning guitar do you ever find yourself saying "nah, they already did that in the '50s".

The designs I saw come out of this workshop, which of course are very preliminary, did indeed have direct return vehicles, but the goal is also to get the "mothership" back to Earth so that it can be used for the next asteroid mission, and the next, and the next. The goal being to develop a capability to visit asteroids of greater and greater travel time / delta-v. This is important because we don't get to choose killer asteroids, they choose us, and as the robotic missions guys said on the first day of the conference, they're all surprised they even managed to get data from their missions, and wouldn't want the fate of the human race resting on it.
Yes, they are carpet bombing villages.. but first they want to try to take those villages. There's no point in controlling unpopulated territory.

To answer your question: no, I don't think the Taliban should still be in power, but that's doesn't mean I think the Afghan government should be attacking villages to prove they're in charge now, either.

If you're a military hawk, sure. Alternatively you could go into these villages peacefully and convince them that they have more to gain from joining the state government than remaining independent. You might do this by actually making their lives better rather than just exerting your will on them.
In other words: has anyone tried sending the diplomats before sending the soldiers?
Ok, and this is why I suggest people go read the leaked documents. You'll see that almost all of them are of the form: US aids government to push into new territory, resistance is met. Of course, the journalists are only interested in the ones of the form: US commits unspeakable atrocity.
I, personally, think the first one is more telling. The Afghan government is not in control of all of Afghanistan, there's pockets of resistance. The US is aiding the Afghan government in suppressing their own people.
These are not the actions of a democracy, they are the actions of an empire.

I expect they'll be doing aerobraking, and delta-v to return from NEO trajectories is less than 1.5km/s in almost all cases.
