The goal is to create mistrust and a breakdown in criminal networks you may not even be aware of yet. Create a negative environment in enough places and it will infect other sites, just like having enough bad experiences on EBay will poison your trust of the whole site. If they just go in and arrest people (assuming they can) then the crooks can just say "Well, as long as we hide from the cops we can still trust each other enough to do business."
On a side note I find it interesting that people keep track of this sort of thing. Sunspots and such. And I thought some of the databases _I_ parse through all day were boring. Keeping an eye on a 870,000 mile wide ball of fusing hydrogen near us sounds pretty interesting to me.

Do you only keep an image of a clean install or do you update it to reflect new app installs, patches, etc? If you lost the latest registry you'd have to install your apps too. Sounds very interesting though.
But Joe 6-pack won't be too happy to find out that he needs to transfer his big mp3 library, his games, etc to the new machine. If he can't be bothered to protect his system or surf safely I doubt he'd be up to reinstalling everything or moving gigs of mp3s.
