I can't tell how the ban works from your link, but the most effective law might be "It is a felony to attempt to collect a gambling debt within the state of Kentucky. It is a misdemeanor to pay a gamboling debt while physically within the state of Kentucky."

1) Build two sql tables (IP,IP_rid) and (user_id,user_rid) which associate the ID address and user with a random identifier number (rid). All long term logging is preformed using only IP_rid and user_rid. We change each IP's IP_rid and each user's user_rid a couple times per hour/day/etc. After changing them, the old one is printed on a printer and erased from disk. So the information is available, but only by humans doing a manual table join over thousands of rows. You might throw some OCR prevention tricks into the printer too. A problem here is you can selectively release your logs.
2) Just encrypt the logs using pgp but rotate the key every hour and destroy the old private keys. So anyone accessing the logs must first crack one pgp key per hour of logs viewed.
France already imprisoned and killed a pope or two, but they never defeated the catholic church itself. You just can't get the mafia or the church out of Italy without first dealing with the other.
An easier target might be Islamists in France or Islamic groups who don't integrate into French society.

I realize Qt seems temptingly fully developed now. Indeed GNUstep was originally written specifically to port HippoDraw away from NEXTSTEP, but even HippoDraw now uses Qt. But you don't bring in existing & popular applications by evangelizing Qt. Mac OS X however has oodles of applications. Furthermore, Mac OS X is a "safe" development platform with hoards of faithful users who could afford Apple's high price tag. If you give existing Cocca developers the ability to port their applications to Linux and Windows, well they'll likely jump aboard.
