If you have iLife (and a Mac, obviously) you can open your library directly in Garage Band, select a portion of the song, and choose "Export as Ringtone". It puts it automatically back into iTunes.
What exactly is your point? If someone went into the store to buy a 2TB disk, only to format it and see that it is only 1.8TB, do you think they are going to call the drive maker, or the OS maker to figure out why it won't format the whole drive? I think Apple just is attempting to make it easier for non-computer folks to understand, and less calls for them.
Personally, it would be nice if this was configurable (it may very well be in some config file somewhere). Geeks in the know would set it to binary, but non-techies will feel happier with their drive purchases.
Besides, apple sells external enclosures, too (time capsule). How does it make them look when they advertise a 2TB drive then when it gets used only shows 1.7GB of usable space? They had to get their terms consistent one way or the other, and suddenly rebranding their 2TB drives as 1.8TB drives would put them at a competitive disadvantage compared to EVERY OTHER drive maker.

No, just the Linux GUI configs suck, forcing the use of console commands. It is that prevailing attitude amongs Linux users and developers that has made adoption by Joe Sixpack painfully slow. My parents have a hard enough time figuring out which window they're typing in let alone hunt through and translate man output for some obscure command line argument switch. I am not suggesting the GUI should completely replace the CLI, but the same functionality should be exposed in both to suit varying users. The common attitude amongst the Linux elite that it should be up to people to learn how to use it mostly on their own or don't use it at all is silly.
Of course being so close to the metal means that its easier for programmers to screw up... but I'm not sure C# will be used to build the base of an OS anytime soon. You'd almost have to make the CLR the OS... which while an interesting idea not one I think we'd see soon.
Wasn't Longhorn (Vista) supposed to more or less be this?
I'm guessing you could add it to an href in a stylesheet reference, a script src, or even as a link target. I don't see why this would be limited to just images.

I wonder if the situation would be different if Palm had offered to license with Apple offering a deal, vs. "backdooring" their way into gaining iTunes support. I bet if the number was right and Palm hadn't started here, Apple would happily license it.

I started with an iPhone v1, and about a year later (about 14 months, really) I went into an AT&T store and was very surprised that they let me get the 3G at the lower rate. There was no haggling, they just put my number into the computer and said I qualified. So, I really think this is just a bit of sensationalist FUD being spread, and AT&T for the most part seems forgiving on the upgrade cycles. From their point of view, they secure you into a new two year contract when you do upgrade so ensure they will continue to have revenue for that much longer.
That was the case until the abortion they called Nemesis (ST:X). That movie should never have been made, and I have been through years of therapy to rid myself of the memories of seeing it. I even prefer ST:V over that ("what does GOD need with a STARSHIP?!").
And where exacty do you think the web server looks at to determine the mime type to use? In most cases it is the file extension. Relying only on mime type isn't any safer. I can create a page that will return any mime type I want despite the data of that type actually being sent.
RAM improvement have slowed down as well, probably because of Windows inability to get large deployment of 64bit editions limiting demand.
I'm going to have to disagree on the reason RAM capacities haven't increased with CPU speeds. I think the real reason is that the vast majority of PC users simply don't need to address more than 3GB memory, as they are generally only surfing or writing something up in Word or Excel. There is very little benefit for them to have lots of RAM sitting idle (other than allowing them to run more malware before noticing the impact).
