Stop being too logical, its not about the true effectiveness, its about the progression of control of the population. If they try, and manage to block one thing, they consider it a success and continue down the same road, looking for #2, then #3. The have time, and unlimited budgets.

It makes no sense to me to convert from cobol to most anything, especially when cobol is still a viable product from several vendors. Just get your people some training and start digging thru what you have, and clean it up. Cobol isn't that bad/hard once you know how to code in it.

While i agree that your numbers might be correct, why is spending 400k for a 'mr obvious moment' worthwhile? 10 bucks for an 'official' pad of paper and and a random interview on the street would have been just as accurate.
