I think we are overestimating the breadth of interests of the average joe in the street.
Lego, ahh the memories, we used to build ever more fancy cars and race them into each other and see which one would survive. The thing with Lego is that even now you can ensure you geekness by owning a mindstorms set.
I can still remember the first legged creation that I built which moved and reacted to the outside world.....
I want the mindstorms big brother. ie lots more sensors, memory, outputs, motors etc etc
There is a tool out there called ZoneMinder, that seems to be promising. Assuming your mother has a PC.
As for getting into the whole shooting the burglar. I'll add two penn'orth. Surely the person who has broken the rules of the society they live in has decided to opt out of the protection it gives. I know that this is potential flamebait, but people are trying to blame everybody else for the sh*t that they bring on themselves.

but is it really going to be such an issue, I mean when we start working out how much compute power you need to recognise everyone at work, on the train, bus etc and how much storage it is all going to take and who the hell is going to pay for it all
It would make great viewing, didn't the spanish try something like this? ie a glass house with convenient viewing galleries for the leering dirty old men ( you'll notice that they populated the house with nubile young women)

As you point out unless something is done about the problem then the effects of global warming could be disastrous, but the causal link that using aerosols (with cfc's)(or any one of a hundred atmospheric no-no's) is not clear in most peoples heads and hence convincing them that the massive spend is necessary is going to be difficult. I can give you a very simple example in London there is a flood defence system which is basically a system of barriers that can be swung up or down to protect London against high tides even though the barriers have been raised several times to protect the city against floods. The money spent on this is still considered by some to be a waste.
I forget which comedian said it but if violence on screen promotes violence on the streets does it follow that comedy on screen provokes outbreaks of comedy?
I believe that most children are sensible enough to realise that games aren't real.
