Paypal deserves to go bust and its management thrown in jail for the very many instances of theft they have committed over the years.

It took about a week for them to finally tell me what was up, and they told me I'd have to wait up to 180 days to receive these funds. It took way longer, but I finally got my check. I'm never going to use PayPal again.

If you are really worried about having an insecure link you could try creating a tunnel or VPN between the two machines. These can be long term connections setup indefinitely and have provide their own layer of security. Then just make sure you SSH through the VPN/Tunnel to get back to the server. This will protect your hand shaking between the two systems.
Protect your ssh handshaking from what exactly? This is a pointless step that will reduce bandwidth without adding any extra security.
Also be sure to have you private/public keys setup. For ease of use they do not need to have a password (although they can), which is handy for using scp.
Or why not just use password authentication and write the password on a post it? This guy wants to increase his security not waste CPU cycles and bandwidth and not reduce his security.

You are wrong. They *must* keep 10% in reserve. That's what fractional reserve banking is.
They do keep 10% in reserve. The $1000 you gave them is that 10% reserve allowing them to lend out the other 90% ( which comes from thin air. )

Not practical if the payment's coming from the US - my bank charges $40 for an international wire transfer, and that's not out of the ordinary.
You could always use something like xetrade.com and bypass your banks excessive charge.
The alternative suggested is US only. PayPal works everywhere, which is why people use them.

Here is a better idea, do not open ssh to the world. Make them vpn in first, then ssh. Security in layers.

I use OpenSSH to connect to my Slackware Linux boxes remotely from Linux and WinXP (putty.exe) clients.
You are fixing a non-problem. You should be fixing the weakest point of attack first, that being the windows machine you are connecting from.
