Well not exactly. If the water is in liquid form, then the chances of life are increased by an exponential factor over ice. Not that the article mentioned which state the water was in . . .
So there's water there. When are we gonna drive our suburbans there? We need to be expending more energy on propulsion solutions and less on looking for places we can't get to.
You sir are sadly mistaken if you think the people are the governments first and only priority. Corporations have much more money and lobby power than any person. It seams that corporations have more rights than individuals.
Of course, when you're spending someone else's money, it's best to spend all your given. The presumption that the unspent money will be spent well is simply blind and poorly applied faith. So . . . you make darn sure ALL "your" money is spent to do the best darn job you can do.
Why is this even an issue? If an ISP sells 100kps of upstream and 1000kbs of downstream, are they not legally required to provide that as often and as much as requested? Road runner users should get a class action to charge Road Runner with a breach of contract, as well as a court statement saying that "no servers but 100kps upload" is self-contradictory.
The way to keep text from search engines is to embed the text into a picture. However, making a web page unaccessable just so you can say it's published but not read is ludicrous. The courts may decide that it's not EFFECTIVELY published until you link to it from the main page.
When is the court gonna realize the difference between pages published for reference and the stuff we actually want EVERYONE to read?
One would think . . . Probably next year, PC's will be powerfull enough to emulate a 700mhz cpu, and a VGA or less resolution NVidia graphics card.
Couldn't get past the copyright for another 300 years.

And therefore, Aussies are 20 times more likely to be criminals, or even worse, subversives?

No, that's the reason to START the degree. Mine were reasons to FINISH it.
Mostly I can think to two reasons to finish the degree. 1) emotional completeness. 2) fallback credentials in case the business goes south.
No one I've talked to that's gotten their degree after they've gotten their career started has regretted it.
Yeah it doesn't exactly sound free, now does it? *pause for 20 secs to avoid robot filter*
The odds for being hit by a meteorite much be very small indeed, but what are the odds for being able to smile about it afterwards?

How many companies will fold when their accounting practices get reviewed?

Hah! Microsoft would never allow itself to be forced to put out a good product.
Well if cars, that are very much less complex than humans, can benfit from diagnostic software, why the hell not?
