The W3C is here to design standards. They are not here to help web developers create web pages with no compatability issues. That is what WaSP is for. So, yes there is a difference.
I don't know about everywhere else, but here it is common knowledge about the free cable with internet. I have cable and cable tv service in my house, and extra outlets cost extra per month, and also, I only pay for 2 of 3 variety packs. I split the internet cable to a tv, and this tv gets all channels without bumping up to digital cable.

If they did use X-BOXes as receivers, Nintendo, Sony, and the like might scream antitrust. Just like it is for distributing various pieces of software with Windows, only this time, MS would get sued by Sony, Nintendo, and the like.

In addition to this, many are invalid for use on the Internet, as they are for local networks or use (172.XXX.XXX.XXX, etc) What happens when we end up running out of addresses? Just something to think about.
