We've had these for years now, here in Belgian. Even the place my parents live (a small town on the countryside) has a few of these. There are especially popular when you don't have much time, or during the night, when while hacking on that big project at 3 AM, you realise you are hungry and are out of Dorito's and Coke...
You just create your internal network, and as a router you get a litle linux box with (eg) 3 NICs in. One NIC goes to the internal network, the other 2 each to an adsl modem. You then read the Linux Advanced Routing & Traffic Control HOWTO. Chapter 10 is what you want to do...

IIRC, the US withdrew because it was too costly. That's the official version. The unofficial version is that the US thinks it can figure the Secret to Fusion out themselves. If the Iter would find it, it would have to be shared among ITER members. If the US finds the secret, they can keep it to themselves... Because basicly, it's quite simpel: if we allow one nation (or 2 nations) to keep the secret to Fusion, that country will rule the world... One Tokamak to Rule Them All and in Power binds them!
More than 1 server handling the SSL session is actually bad!
Image me (the client) connection to secure.yoursite.tld. Using your round-robin DNS, I end up at server1.
We both setup a session (involving key interchanging etc) and then you give me your first page (eg a login form).
I fill in the form and send it back. If then, I got connected to server2, we'd have to do recreate the SSL session keys etc, losing lots of time (both real and CPU).
So whatever you use as first load-balancer, make SURE it knows about SSL sessions! But then you have a complex loadbalancer, which then becomes a single point of failure...
