If the disks exploding at 28,000 rpms is holding back CD speeds and CD speeds are slower than Hard disk speeds, then Hard Disks must be spinning at faster than 28,000 rpms, right? WRONG! Hard Disks spin at 5400, 7200, and now even 10,000 rpms so CD's must be spinning slower than that...so the speeds given are NOT the bottleneck and won't be for quite some time.
The colleges don't seem to care about their students either personally or collectively...and the students about their education...though it is so expensive these days for so little...so I suppose they're watching their wallets -who says you get what you pay for?

One real problem with internet content is that the discouragement of individual web servers practically guarentees that the data you want is going to be "out there" instead of close to home, driving up traffic.

The ones with bit seven set are also 15 apart but offset 1 from the first group. If you keep repeating the process for other bytes you should find a connection with every bit postition/group and the resulting values of the checksum.
