true, but at least the money will got for a (relatively) good cause for a change. CSIRO would use the money for further R&D in many many different fields, including sustainable energy and medicine. They've made some not-insignificant advances in those fields, I for one would like to see them kept well funded to continue to do so.
Not all of their departments do good work however. I happen to have the misfortune of knowing just how well (ie: badly) their mining division works. They cost their clients millions of dollars by presenting the good guy persona that CSIRO has (and deserves) and then not delivering because they get a case of ADD and start working on the wrong thing.
I'm not going to go into details (yeah yeah trolling unless you substantiate claims) because of where I work, but not all CSIRO's were created equal if you take my meaning.
custom OS? Not sure what you got in the US, but down under its just a plain jane windows box (win 98, nt, 2000, xp.. depending on age and enthusiasm of engineer responsible) running a SCADA package such as Citect, interfacing to some PLC's and/or RTU's.
Or if its not a SCADA system, it'll be a DCS of some sort... but nothing custom per se.
Not quite as bad as that anymore.. now you just have to remove the battery or not actually run off the battery (directly powered off the mains with battery removed). But they certainly didn't waste time in making a statement about it.
Try guild wars.. easy enough to play, always seems to have "event" weekends, new expansion packs.. and no online fees. Only had the server chug down twice since it came out.
I believe it mentions in TFA that some marine life, such as whales, can be killed via sound waves of high enough intensity. At the very least, disorientate them.

"lock in" is fine, provided it does everything you could possibly want the device(s) to do.
If, however, all devices don't work well together, sure it'll suck. If they "just work", I don't really see an issue with it.

They don't create. They either buy, steal or have donated to them.
same here in Oz (at least, in Perth).. noone can seem to figure out how to enter/leave a round-a-bout (traffic circle), or merge two lanes into one.

gentoo uses both.. one is symlinked to the other (I think menu.lst is symlink to grub.conf). And its in the same location as you mention.
I would probably guess because once people have found what they're after.. they don't usually need to search for it again.
