I subscrible to mailing lists as randomletters+mailinglistname@mydomain.net and receive spam to mailinglistname@mydomain.net... I actually suspect that it's simplistic mail-to-web archiving tools, which htmlize the email and convert the addresses to mailto: links which are actually to blame.
Still, it's kinda amusing to see spam to ridiculous addresses which are obviously harvested...
wouldn't state 3 be empty? I mean I can see what kind of information could be in states 1, 2, and 4, but I can't visualise anyone with information in state 3...

As for what prompted them - I'm a widely interested person. I'm deeply interested in a large number of techincal fields from Physical sciences to Life sciences, electronics, mechanisms, computer systems and software, artificial intelligence, psychology and cognitive sciences, etc, etc.
And as I came to each major decision point in my life, there came an opportunity to embark on something new which was interesting. What those names hide is which field the techniques were applied in... Programming projects included property management systems, bioinformatics systems, and artificial intelligence bots. Datamining was in biotech and financial fraud.
All in all, I was just having fun, and finding people along the way who found my fun useful...
Well EveryDNS is a DNS hosting service which also offers dynamic addresses... It's really been great, I've been with them for the last three years without problems...

Exchange zones cover 1-10 suburbs, depending on size and population density. Still, I live near the boundary between two exchange zones, which means that someone a few doors from me connects to a different exchange than I do.
I should have pointed out that I was only discussing wired providers. All Australian mobiles are in the same "mobiles" area code nationwide, so there's no issue with keeping mobile numbers Australia-wide.
Aviation expects 99.9999% uptime... we didn't require the customer to reboot.

I get worried when someone mentions five-9s uptime (5 minutes a year downtime), six-9s is just out there... that's less than 32 SECONDS of downtime a YEAR!
Not sure how this works in.us, but over here.au the deal is that if you remain connected to the same exchange then you can keep the same number, regardless of who you pay the bills to. But move up the street into the next exchange's zone, and you're up for a new number...
In the internet version, all "exchanges" (routers) are owned by one organization, and thus, if you change providers, you change addresses. If you remain in the same datacentre, and connect to the same router, you can keep the same address, if you wish. I don't see the similarity between "Phone Number Portability" (or whatever the term is over there) and owning phone numbers/IP addresses/IP blocks.
With mobiles, the situation is different; the routing process is entirely different, and relies on much faster dynamic propagation of routing changes than IGRP necessitates.
It's also available in limited areas at 1Mbps (and I mean real 1Mbps) via http://www.iburst.com.au/.
I was involved in the trial in Sydney at the start of the year, and it rocked... That said, their expansion is really slow, and I'm back in Melbourne, so it's out of the question now...

Switch area codes, get a new phone number - switch ISPs, get a new block... seems similar enough to me...
