The reform the UK needs is protection for non-malicious defamatory speech where you reasonably believed the statement to be true or in the public interest.

1) You may not have a choice of providers
2) You may not know what the prioritise (this will probably be true).
3) If all providers do deals, you will not have the choice of a network neutral provider.
