Truth is a defence is cases of defamation in England (I assume Scottish law is the same). The problem lies in proving that what you said was true. The reform the UK needs is protection for non-malicious defamatory speech where you reasonably believed the statement to be true or in the public interest.

In that case the ISPs can simply charge heavy users more. Problem solved, and we still have network neutrality.

1) You may not have a choice of providers
2) You may not know what the prioritise (this will probably be true).
3) If all providers do deals, you will not have the choice of a network neutral provider.
4) By creating barriers to entry it reduces competition.
