The reason Africa is in generally poor shape is not because resources don't exist, but because of horribly corrupt governments and warfare. The goal here is education and the spread of information at a more grassroots level, though I have my doubts as well.
I tend to do small exploratory projects to introduce myself to a topic or to try and solve a problem. For example, after testing the scalability of an application at work (which didn't scale badly) I did some research to try and figure out how I could reshape this app in the future to be maximally-scalable. I started a small project of a barebones webserver, and updated it as my knowledge grew. One can read all the tutorials and books in the world, but you don't really know something until you do it. So in the end I know how to scale networking I/O up 10x what my previous knowledge allowed. Practice projects won't make you an expert on the topic, but at worst they at least help you identify the right questions.
iirc Quebec has very stringent rules on contests and lotteries and is usually excluded from international contests because of the prohibitive effort required to comply.
I've had an AT&T GoPhone for a couple of years; it's a pay-as-you-go deal. Then AT&T wireless was sold to Cingular. I was recently told that Cingular was "cancelling" the service, but it basically amounted to them forcing me to replace my AT&T SIM card with one from Cingular, fine. I was told to call a special 800# to get it sorted out, and I procrastinated a couple of days. Well, by the time I went to do it my monthly bill had come around and my phone was blocked from sending or receiving calls until I paid my bill. This had happened to me a few times in the past, no big deal. But, it means I can't call the 800#. So I try and pay my bill via phone and I can't because they're closing down the plans and won't allow me to pay my bill. So I can't sign up for the new plan because I can't make calls because I can't pay my bill because I have to sign up for a new plan. That was a fun one.
