I came across a similar issue recently, actually. I could ping local IPs, but DNS didn't work at all. In addition, most programs that used networking exploded spectacularly upon startup.
No removed IE. Just horrific spyware and viruses, and (I suspect) an overenthusiastic Norton Anti-Virus.
I had to wipe the HD and reinstall Windows. A later scan of the backed-up contents revealed, among other things, no fewer than 12 different trojan horses.
The moral of the story is that people should not be allowed to use computers.
There are numerous HTML renderers on Linux that are not Gecko. Gecko is in no way integral to a Linux system. I'm thinking you meant X11, which isn't integral either.
The point of CSS is graceful degradation. It helps you design sites that are still readable and usable even on browsers that don't support CSS, Javascript, etc.
jwz has a very interesting article on the shift to CSS somehow encouraging obsessive-compulsive design types to start designing pixel-perfect sites again. That isn't the point of CSS and it never has been.

I think that's unlikely. Tuomo Valkonen (creator of the ion window manager) has some extremely ideosyncratic beliefs about how files should be laid out, and his software hardly 'sucks'.
There's always going to be some software of high quality that for one reason or another flaunts standards. Look at Google.

1xx, 2xx, 3xx, 4xx, etc. are all different types of response codes. None of them are actually filled in from 00 to 99.
