Yes, you can install IPv6 stack for WinXP with a single command. However, the stack does not support DNS query in IPv6 (not AAAA query via IPv4), which kind of destroy the hope of deploying pure IPv6 network.
As I know, TLS support for SIP proxy is available for ser in their CVS version. Check out iptel.org/ser for details. Repro proxy from SipFoundry also has TLS support. Endpoints that support TLS include Snom hardphone and Xten's softphone. As for SRTP support, there are still much debate about which standard to use. Sipura has this in some version of their firmware. Check out voip-info.org for more details.

I think you're mistaken. Internet only without cable has always been available from Shaw. I don't know about SaskTel, but in the East, Bell has started offering Naked DSL. I hope Telus will follow soon.

Telus is inferior to everything Shaw has to offer except for the price and no harrasment when you're on downloading binge. Their newsgroup retention is horrid, speed is slower (tops at 150kBps or 1.2 mpbs), and somehow I have a feeling that their DNS server is a bit screwy, maybe they have some sort of transparent proxy.
40 GB/month is not much at all, a few movies, games and linux ISO's and you're already over the top.
From what I read here, it is definitely cheaper. Regular price of $42 Canadian for a Shaw cable modem connection where I live (Vancouver). I think that's about $30 US.

For Redhat 9 user, there is a serious problem with rpm db conflict. It has been reported here, so install at your own risk.
I'm using Shaw and I've hit more than 20 GB / month regularly. No sign of any complain from them.
Plus some more from Bay Networks I assume.
