The teachers' union imposes many of those rules. Ironically, while many teachers care much about their students and want them to learn better, their own union is causing many of the problems.
Abolishing the unions and changing the rules to allow the dismissal of teachers without severe legal penalties, will change the outcome of their students greatly.
It is absolutely ridiculous to be forced to offer the same salary to everyone and not be able to get rid of employees. No company would function well like this, and the schools can't either.
A real solution might be to have a few bytes in the compression format that "strongly recommends" to the player what the average volume of the song should be and what the range should be. Then the data is preserved, but the range of volume is still where the record companies want it to be.
Perhaps the speed tests are used frequently enough for their system to cache it automatically?
As long as it isn't special treatment for the test sites, it is hard to blame Comcast for the speed boost.
If I remember correctly.msi files (also sometimes embeded in.exe files) are some basic form of a packaging system. It may be useful to latch into that to extract the relevant data and to convert it to.deb or whatever format you are planning to use.
Also: Is this project the actual packaging system (dpkg), the distribution system (apt-get + repositories) or both?
A large example for me is the military draft. If it ever becomes effective, only men will be sent abroad. Woman want to have equality but from my experience do not seem at all interested in accepting the responsibility of being part of the draft.

It would be relatively unbothersome to users because in most cases programs don't need to be opened and closed very often. Also, because the user is engaged in what he is doing, advertisers could count on people actually watching the ads more than other advertising types.
So both my mom and sister have a Compaq Presario 2100, one of the affected models, but according to HP's site they don't have the issue thats being recalled. One of the computers recently died due to melting near the power supply. The other is like 150 degrees all the time, and has a battery pack that has bubbles of plastic from the melting and has had a number of labels melted off. So in what way do my computers not have overheating problems? I just spend $1500 on my sister's computer to replace it because it is no longer usable or fixable.
Much of the reason hard drives for laptops are slower is because of the power consumption issue. I fail to see how 2 drives running slowly in raid will use up less power than a faster single drive.
