They have tied Internet Explorer into the core of the Operating System thus allowing a much wider range of attacks than if it was a stand alone application sitting above the kernel. Outlook express and Outlook are major avenues for virus propegation due to the same shoddy code and crappy OS design. Their answer to the problem has been to build a pretty GUI and call the bugs a feature.
And now they say they are going to re-build the shell. Let me just say that I'm glad I have the only Linux machine in the organisation because at least Linux has been built with the shell in mind when it comes to security. Whereas the MS version will be a tack on, no matter which way you look at it.
Winnt and XP are not only insecure because of the apps, thanks to tie ins with IE and Outlook/Express script kiddies have a handy avenue into the OS itself.
That and the slack approach to bug fixes and exploit alerts that MS has shown in the past makes Windows 2000 and XP less secure than Linux.
Umm no, not going to happen. For a start if they start offering minimum wage for software developers then they are going to get laughed at. For exactly the same reason if you tried offering minimum wage to doctors, scientists and other college educated professionals.
So some people are working for next to nothing or nothing during the slump, so what, good for them. They are trying to stay in the workforce rather than sit on their arses waiting for the next big thing.
Sure in some situations minimum wage might be justified - FrontPage jockies for a start, but any serious developer who uses more than the point and click crap from MS is going to laugh at the offer.

I realise that you were talking about Windows, but in regards to Open and Star Office, one of the major benefits they provide is the ability not to get locked into the whole Dual Boot nightmare. By allowing people to access Word Docs, Excel SpreadSheets and so on, on other platforms, it opens up the arena in terms of competition on the desktop. We've already replaced a lot of MS Office licenses around here with Open Office and will be replacing more once the lack of Scripting Support is remedied.

People write full blown apps in this shit because PHBs don't give them the fundage necessary to use proper development tools. Trust me on this one, I had to provide support once for a company whos two biggest apps were written using Word Macros and MS Access 2.
Seriously if someone in the company I work for said that they wanted a complete App written under VBA, I would have to tell them to think again. At the moment we're stuck with bloody excel macros for a lot of what we do and boy do they bite.
As for functionality, I think you'll find that Open Office offers all the functionality that your average user is going to need.
