The DoD has always wanted something like this. Back in 1997 they required all the computers to have PCMCIA slots. The idea was that someone could walk up to a PC whip out their ID disk, which was a PCMCIA card, put in the computer and access, their email, files, etc...
The problem with was that they were a little too forward thinking, you see they knew what they wanted, they just did not have anything to make it work! So they had invested tons of money in researching these sort of projects, and making silly requirements, like requiring all computers get PCMCIA slots in them, but never have anything to show for it. The quickest way for the government to flush money down the toilet, spend on the military.

I would give up my home phone number just as soon as Ivan Seidenberg, CEO and Charles Lee, Chairman of Verizon hand out theirs. I would assume that with yearly salaries in the millions that they would be better potential customers than me, $10,000/year.

Too many people assume that just becuase you paid for a piece of software that they get something extra beyond the license to use it. This is not Wal-Mart, where if you have a problem with it, you can throw it in the box and return it. Often the biggest difference between Open-Source software and Commercial software is that OSS is up front about what you get.
Hey! They are just like SPAMMERS or Telemarketers or mass emails, they are supporting services "YOU" would not pay for, and therefore deferring the costs that "YOU" would not pay. We have to accept this because otherwise we would not be able to afford computer games at all!
Actually I am the guy that gets to chase after the on-call. I think that some of them get on-call pay, though. It is a big issue because we only call when a major application is down. support are supposed to respond, though they sometimes don't answer a pager or their cell.
The thing is that it also happens in the middle of the day, when they are supposed to be on the job and they are "in a meeting," all the while our 1,000 call reps are unable to take any calls because the system is down. Too often the developers who wrote the application believe that it is not really their responsibility to help resolve issues. Somehow they believe they believe that they are just here to collect a pay check.
It is not really a choice anymore whether someone wants to be on-call or not, this includes their managers. If the support people/managers don't want to be on-call, their application better work(which it often doesn't because there are too many middleware systems), or they can find another job.
This just being ignorant, you are ignoring all the other reasons that people, like me get them. The big thing for me was that they were cheaper, and I don't have telmarketers calling me all the time. Most of the people who have them don't really want them.
A good example, all the people at my company that need to be "on-call" have one, that means our company is planning on purchasing 500+ cellphones for support personnel. Most of those people don't really want to have to feel attached to those phones but it is part of job. It certainly helps me trying to find them when their system goes down. Before I would have to call their desk, and then their home number, then call their manager to ask if they knew where the person was. Assuming none of that worked I would have to page them and hope that they actually wearing it. Life has gotten to the point that sometimes that you need to call someone immediately without having to dick around with trying 5 phone numbers to find them.
A lot of alumni from my alma mater were upset when our radio station stopped webcasting. That was a MAJOR connection for us. Where will students/administration go to get answers? Will it be affordable (less than 4 digits)?
I guess you will have to use Kazaa like everyone else in college!

A good example would be if the White House got one representative to always tack on something that they wanted. Lets say, a $360 Billion budget for the military instead of the $356 Billion. He could cross everything out but the stuff he was specifically asking for. It could be very bad or very good. It would then switch to Congress to keep a tight reign on what gets added to a bill instead of the President, which I don't think would work.
Poeple will drive to the store to return a DVD/VHS tape if it is late and the late fews for the item run at 2 or 3 dollars a day, per item. If you rent the items and you are a day late that is 6-9 bucks, would drive to the store just to avoid the late fee.
