If they want to base a game around user generated content, they need to make it easy for users to generate content. I designed a bunch of levels for Descent. Designing a simple level was very easy. You could even do very complex things very easily because of the way the editor worked. Everything was cubes (stretched and skewed as necessary, basically 6 sided shapes) but changing the dimensions, shape, and connection a bunch of cubes, you could make just about any level. I tried designing levels in Descent 3, but it wasn't easy. I don't think I ever got past building two adjoining rooms. Keep it simple, yet flexible, and people will generate lots of content.

About job descriptions. This is necessary because even if somebody is already doing the job, they still have to go through the same hiring process, at least thats the way it works in government and many other organizations. I knew a guy who was a contract for a couple years, and they decided to turn his position into a full time job. They had to hold interviews and everything. Even though they were perfectly happy with his work, and he would require no training or time to learn about how things worked, they still had to conduct interviews. Like you said, they made the job description such that he was guaranteed to get the job, but they still had problems hiring him. Other people from the same working group applied for the job, and then appealed the decision once they decided to hire him. I don't see how you could make a case against hiring the guy. If you hire him, you are 100% certain that you will be satisfied. If you hire someone else, no matter how good they are, there's always a chance that it won't work out, for whatever reason.

Unless there's things like the Quake.exe hack all over their drive code, to make the cards seem better than they are, I don't see why source code has so much to do with it. They are in the business of selling hardware. They should ensure that their hardware works as well as possible, on as many platforms as possible. If that means open sourcing drivers, then I don't see the problem. I'm sure that they could even get a performance boost if they let millions of hackers with tons of free time optimize things for them.

I don't think that anybody has the time to familiarize themselves with hundreds of candidates to make the choices they make actually meaningful. Anyway, I think that they want to know how many people are actually looking at these ads so that businesses can better justify the money they are spending on the advertising. If you've ever worked for anyone doing the advertising, you'd know that the numbers are the most important thing. If you can't put numbers as to how much money your ads are generating, then it's hard to justify to the higher ups why you are spending so much money.
