This is more than just a persistant connections. What IE is doing is sending the request for the page *before* any sending SYN or ACK packets that every TCP/IP application is supposed to send. Only Microsoft's own IIS server responds to these requests, so connections to any site using Apache (more than 50% according to Netcraft) or another server will result in one extra useless packet at the start, before IE realises it isn't talking to an IIS server and goes back to obeying standard TCP/IP rules.
This is what causes some sites (ones using IIS) to load incredibly fast in IE, and some sites (ones using other server software) to take a lot longer than they should.
Do the telcos own the land the payphones are on, or do they have some sort of special right/agreement on it?
If they owned the land they could make some money from selling the land the payphones are on (possible buyer: advertisers), and use that money to dispose of the payphones in a safe manner.
I'm probably completely wrong here, as no-one is likely to want a two-foot square piece of land, even if it is in a prime location.
i notice that many of these cybercash providers provide debit cards, but they all cost. does anyone know where one might find a free international debit card?
excuse me? all im doing is trying to get someone who is serious about playing PS2 games to post a review for me and my small community to read. the crap that is posted in slashdot comments takes hours to sift through and it would be much faster just to get someone to take the time to review it on my site and help other people learn how good/bad the product is. i dont bother with posting links on here just to get visitors because i know the server can't handle the slashdotting anyway.

Since mod-chips were ruled legal by an Australian court, I'm going to start an online distributor of mod-chips and accessories, making sure not to use any mod-chips containing copyrighted code. And if Microsoft wants me shut down, they can go to hell. I'm not doing anything illegal, after all. Anyone with me:P ?
