If VMware implement a perfect virtual PC then there simply is no way for an OS running within this VM to know if its real or not. There simply is NO WAY for MS to prevent Windows running in a properly written virtual PC. Sure the could check the type of virtual drivers
loaded but then it would be a simply task for VMWare (or whoever) to modify them so the check doesn't work.
